Subject: Death certificate missing

Would SKS help me with this problem. As of now I have three significant persons whom I have spent years tracking down . Having located them I assumed they must have had death certificates issued. So, I applied for death certificates from the PA. Archives in New Castle , Pa. Each time I have applied the result has been that the State doesn't have a death certificate on file. The deaths I am speaking of occurred in 1935, 1937 & 1966. All of these family members lived and died in Philadelphia. So, my question is if the Pa Archives doesn't have the death certificates is there anyone else who would have them? Also, the 1937 burial was in the Philadelphia National Cemetery. He was a veteran. Would the federal government bury someone without a death certificate? And finally, two of the deaths- 1935 & 1966 - are in a grave owned by someone else unknown. Is this a lead to anywhere?
