My apologies for sidetracking your original question, which is
an interesting one. I assume this possible sister is still alive
and nobody's talking, and Vital Records won't give out any
data on people who are still alive. What about birth notices
in the local newspaper? But if this was an out-of-wedlock birth,
I don't know how the newspapers would have handled that.
I doubt they would have printed the parents' names.
If that's the case, you're probably up the creek unless you're
willing to circumvent the system by committing fraud, which
I doubt.

I've run into a catch 22. I have asked for a birth certificate for who I
think is my father's sister. Vital records New Castle says NO unless I can
produce a death certificate. I can't of course, I am trying to use her to
verify that she IS my father's sister. Is there any thing I can do to obtain
the record? I did indicate she was my aunt which is not close enough, must
be son/daughter.
