Rick,
Don't forget to check with County and Township elected officials. I am unsure
of the laws, but in Ohio Township Trustees have a responsibility for derelict
cemeteries. Your local Board of Realtors might be able to help. Also, not as
first resort, but don't forget about local news agencies - newspapers, radio and
television. Advise the developer before initiating publicity and watch that you
don't say something constitutes libel.
A search on cemeteries at CONN-L might be helpful as they had a similar
situation
