You would only need permission if you were planning to use the photo for
some commercial venture. For purely personal use, there would be no special
requirement, except if there was someone out front who would be in the
picture and might object on a personal nature. I recently did the same
thing for some homes in the Germantown section of Phila.
The area is somewhat deteriorated at the present time, but is all around the
southern area of LaSalle College campus. Should not be a problem.
