Jo,
Don't know about the history, but in my last chats with some of the staffers
there, the Archives was hit with a big budget cutback, including personnel.
Which explains a lot of the awful service, returned requests, etc. Guess in
a city looking for places to cut, the Archives is on the list of
'non-essentials' to city services. Staffing (& money for it) seems to be the
biggest reason why 99% of this information isn't better organized/handled.
Too bad the city couldn't try to find volunteers from the high schools or
colleges willing to do some of this (in exchange for a few credits)
