The euro is roughly about the same as the dollar. The dollar is currently
down, so it will be a little more in dollars than the euro price.

I've always just sent US dollars in cash. Of about 30 purchases from German
sellers on German eBay, all have accepted US currency. Most speak and write
English, but you can use machine translation if necessary.
You can always euros at an American Express travel office, if you have to.

If you are registered with eBay, you can bid in any auction, US or German,
or other.

I'll be happy to assist with the communication and completion details for
any successful US bidder.
