The web site census information provided by Betty Pace on downloading
1858-1881 censuses .... "the 2%" ... does that mean that only 2% of the
census is on-line at this time?

The index looked great, but I did not find my families there; but I have
found them them on the microfilmed census.

Can someone clarify this "2%" for me please.
