Subject: Seek clarification on Welsh land system

Greetings,
While I was in Wales this summer, I was told by the owner of a farm that
the Welsh land laws had changed in recent times. He is on a tenant farm
which his father once owned. There was a three generation ownership so
this means his son will inherit the farm. However, they really do not own
it. After his son, the farm can only be "leased (?)" for a few years at a
time, if I recall what he said correctly.
This farm is located near Bala, Merionethshire, if that makes a difference.
My questions are:
Where do I find out more information on the estate on which the farm sits
and who really does own it?
What were the land use laws in Wales in the 1600s and earlier?
