The 1861 and 1871 censuses for Buttington do not record a Thomas Davies,
blacksmith, or an Ann Davies aged c17. They do record POULSON as under

Ann POULSON is most likely to have been buried in Buttington parish
churchyard. Leighton and Welshpool (and, at a stretch, Pool Quay and
Middletown) are other possibilities. There is a transcription of the
memorial inscriptions in Buttington parish (in which Cletterwood is
located) churchyard but it does not see to be complete. Members of the
MontGenSoc will be visiting and re-recording this yard later this year. In
what record that there is, I regret that no POULSON appears. There is no
Ann POULSON memorial in either of the Welshpool churchyards, in Croft
cemetery (Welshpool) or in Leighton churchyard. The registration district
is certain to be Welshpool the address of which is District Council
Offices, Welshpool, Montgomeryshire SY21 7AS; telephone 01938-552828 (ext.
228)
You cannot obtain a birth certificate from a church; the reference is
probably to a baptism certificate. There is only one Church of England
(Episcopal) parish church in Montgomeryshire and that is at Sarn (near
Kerry). The rest are Church in Wales (Episcopal).

You said that the entry for Penygelli, Newtown, in the 1861 census made you
curious and wanted the entry from the 1871 census. Here it is and perhaps
you can kindly explain what is so perplexing about this.
