Margaret,
Where was the first child registered? The 1901 Census should be helpful to
pinpoint where each of them was living and a likely registration district in
which to look for their marriage (1910+/-) -- records of a chapel wouldn't
be required as all marriages were registered. Also, many couples chose to
use the Registrar's Office by that time. You didn't which avenues your
friend has already "exhausted" so I can only make suggestions as to how to
progress.
