I am reading records on LDS films from the 1700s. In the dates, they refer to 7ber, 9ber. Does this mean Sept (sept =7) or Nov (which is 9)???

Does anyone know when Jan 1 became officially used as the beginning of the year instead of March 1. Does this change have anything to do with the way they write the dates????
