Yes, it is possible, at least in Canada and probably the US as well. Most
public libraries will get material for you at no charge from other
libraries. It helps a lot if you can give them a location for the item
that you want, and of course the older and rarer the item is the less
likely you will be able to borrow it. This isn't a particularly old item
though and I imagine it would be fairly easy.
One way to determine the location of an item is to use OCLC's World
Cat. This is a union catalogue of many many libraries in North America and
the UK. Normally there is a fee to search it. If you have a student or
staff library card from a university you can normally do it at no charge,
but today I just discovered a free way to search it!
You go to www.abebooks.com , which is a site where used and antiquarian
booksellers can list their items for sale. As an aside, you can often find
all kinds of items for sale you never thought you'd find. It is
terrific! Today I just found that if you register a free account with
them, you can list your "wants", and in addition there is an option to see
which libraries own that item. It connects to Worldcat!
You can try it with this book. Sign on and make an account for
yourself. Search using the advanced search, using Author: Lucas, William
and Title: Quaker
It will tell you there are no hits, and underneath that is a link that says
"Find it at a local library". Click on that and you will see a note that
says that there are 41 locations with that title. Use the drop down list
to have a loot at the locations. Then take that list to your local
librarian and you'll have a lot easier time getting the book! (Can you
tell I am a librarian?!) And of course there may be other locations as
well, that aren't listed in Worldcat.
So that is a rather long-winded answer to your question!
