Hi Lynda,
David Hawkins only mentions a few of the hundreds of thousands of men who
worked on the railways so you'd be amazingly lucky if that was him. The 1st
thing to check would be what info is in the book & does it fit with what you
already know about William Henry Brown - date, location, company, position
etc etc. Not sure what else to suggest.
