I cannot help you very much but there is some very interesting reading about
the subject at:

Some believe it refers to having Native American Ancestry and others believe
it means mixes of other cultures. I think you will find the reading on the
subject very interesting. I found the website by doing a search on
metacrawler and typed in "Black Dutch". There were many other sites that I
did not visit.
