I am also researching RIGGS in central Illinois, and noticed your Harriet and
her possible father Scott RIGGS. Have you seen that Harriet's (and Fielding
McMurray) marriage license is listed on the Illinois State Archives? A copy
of that paper work may show her parents' names to help confirm if Scott is
indeed her father. The site tells you how to request a copy. I have had
success there in the past.

And have you done any research on Morgan Co., USGENWEB? They have an amazing
amount of information, including some on Scott RIGGS. There is also a link
(at the bottom of their page) to the Morgan Area Genealogical Assoc. (MAGA)
site that is more than amazing.
