William,
Many of my ancestors and their siblings births are also not in the R.I.
Vital records, even though we know for fact that they were born there. There
was no requirement to register your childrens births for some time and if
you did register them, you had to pay a fee. Too bad that you don't know the
Town that they lived in. You could check at the Town library then to see if
there were any records of the family.
