Subject: Tell me about this?!

This is my first encounter with Roots. I have been researching
genealogy for several years. I am reasonably literate on a terminal.
What options are available? Do you want last names? Dates? Places?
What information is available?
Do I need to make a specific query?
What are the strengths of information? For example, are your records
particularly complete for certain times and places?
I started working on my son-in-law's family three years ago when he
became my son-in-law. I am into some genealogical areas that are
not as familiar to me. For example, I need to know if I can access
Czarist Russian records. Are they available in English? Can I get
a "quick fix" to read for names, places?
The specific gentleman came to USA in 1892 (I think. I don't have
my records with me.) He is on the 1900 census. He came from Kiev.
I don't know when
I don't know whether that is home or whether that is the place
he boarded a ship. Was Kiev a viable port in 1892?
That's just a sample of where I am with one family.
