I don't find anything listing Low Harbour on any of my maps; and it was never
enumerated on the censuses for Quebec. However, there is a Low, Quebec, in
Ottawa County that was enumerated on the census beginning in 1851 -- some 40km
north of Ottawa on Rt. 105.

Low is just off Lake St.Marie that feeds the Gatineau River, so it is quite
possible that there was a small hamlet on the water that was called Low Harbour.
There are no nearby towns that are larger, so the nearest place of any size is
Gatineau. The nearest town is Martindale, about 4km to the north. Perhaps
someone who knows that area better can help further.
