The couple would have to give their intentions, swear an oath that there
was no impediment to the marriage and then the license was granted by the
official. There was often a short waiting period in case anyone came
forward to say the couple could not marry. Obviously this one was short -
the intention was signed on December 29 and the license was issued the
following January 2.
Some jurisdictions also had a waiting period from the date the license
was issued to the date they could actually marry.
However, this beat the three weeks required by church banns.
