People living on army posts were counted just like everybody else.
So were people in hospitals, hotels, and jails. I've run across all of
the above while viewing censuses.

In 1970 I was in the army living in the barracks on post. I remember
filling out a census form. May I suggest that perhaps your husband
filled it out and never mentioned to you? I barely remember it myself.
Every week we were having to fill out some damn form or other.
