Have you checked the St. Albans Records, US/Canadian Border Crossings. They
contain an index to the manifests for immigrants crossing from Canada to the
US during 1895 to 1952.

They can be found on NARA films:

M1461: 1895 - 1924
M1463: 1905 - 1952

You can also order these films at your local Family History Center.
