I can remeber the WPA and in the area I lived, what was accomplished the
most was leaning on the handlle of the shovel so one didn't fall over if
one happend to nod off. So I would save his interpetation was probably
right on the head. It was mostly a make work project that gave one an
income. Not saying that nothing was done as some of ghe projects were
well worth it. But there was a lot of goffing off. In those days there
was very little welfare if any at all.
