Now if they had taken someone's
personal family stories, like for instance the journal entries of an
ancestor, a biography, etc, then that would be considered copyright
infringement..

Probably NOT. If you have inherited a family Bible or journal or notes kept
by an ancestor you still didn't create them so you cannot copyright them.
If a bio was published -- unless it is recent enough to fall under copyright,
it too is in the public domain. Most of the old "county history bios" are in
the public domain.
