This is the response I received from the National Archives about the
proposed copying fee increases (72 FR 8327). 72 FR 8327 means Volume 72
page 8327 of the Federal Register. The Federal Register is is the official
daily publication for rules, proposed rules, and notices of Federal agencies
and organizations, as well as executive orders and other presidential
documents.

Mr. Meeks:

The May 29 effective date applies only to the interim final rule
published on February 26, 2007 (72 FR 8279). The proposed rule
published on the same day at 72 FR 8327 does not have an effective date.
The public comment period for both rules closed on April 27.

NARA received over 1,200 public comments on the proposed rule and is
analyzing the comments. After we have completed that analysis, we will
publish a final rule that will include the effective date for those
changes to our regulations. We have no projected date yet for
publication of the final rule.
