I would call the police, the Better Business Bureau, and the Census Bureau.
Could be a scam or someone up to no good.
When I worked on the census a few years back, we had a government badge to
wear and still some people didn't want to talk to us. I was working in my
hometown and when I told them who I was, who my father and grandfather were,
they were nice and friendly.
It could be someone trying to get inside and take advantage, or who knows
what. You can't trust people these days, even those with badges. Even if
they didn't get in, you should ask the authorities if this person was
supposed to be there, give them a description, etc.
Now I do know that there are census people who work all the time, and some
do go around and check on things. I know someone who does this. She works
full time and has to spend some time out in the field. I don't know exactly
what she does, or even if she is still in that job. But you need to check
and make sure. If the person is legitimate, they won't mind you checking to
see if they are okay.
At any rate, if she was rude, she should be reported. I don't think that
the Census Bureau would approve of anyone being bothered by one of their
workers as you said this person did.
