But how does indicating county by (Philadelphia) or [Philadelphia] translate
when making a gedcom? Will it transfer properly?

All of this discussion on how you enter places really doesn't have much
bearing on the use of RootsMagic.
BUT, I think that computer memory and storage has grown enough so that
we now have plenty of room to store and work with complete names.
That may be why people are now using the word county when they didn't
before.
ANYWAY, I think that this subject is stretching the bounds of the list
topic statement:
