Okay, here is what I do. I think this is what you are asking.

Let's say that I find someone on a 1920 Census. I add a census fact
(source name: census) to one person in the household. I enter the date
of the census and the location, select the source tab, and click on "Add
existing source". I then select my source which is "1920 US Federal
Census". I enter the film number, etc, and then enter the transcribed
data into the source citation, under "Actual text". Click OK. This puts
you back to the "Edit Fact: Census" box. Then click on "Memorize" and
click "OK".

Then I go to each person, add a census fact, and "paste" the source.

Someday I would like to see the ability to copy and paste the entire
fact, so that I don't have to "add a fact", date, and location manually
to each one. But currently you have to do that extra step. But at least,
we can memorize and paste the source to each one.

Also, I guess I could even create user defined "census" facts that have
the date of the census as part of the fact name. I could name them
"Census-1920 US Federal", "Census-1930 US Federal", etc. This would just
be another option if you want to keep track of different years for
research and reporting purposes.

I have also mentioned before how I use color-coding to identify which
people in my database should be on a particular census year. I'll do
this periodically so that I can work on just one census year and quickly
identify those that should have a census fact for that year.
