NO, I am just more familiar with the GEDCOM export from RootsMagic 3
than I am with anything about RM4.

OK, I checked, in RM3, I CLEARED the address from a couple of people and
checked the List - Address List, they and the address was still listed
there.
I Exported a GEDCOM file from the first RM3 database

I imported the GEDCOM back into a new RM3 database and the cleared
addresses are gone.
I imported the GEDCOM into a new RM4 database and the cleared addresses
are gone.
I imported that database into RM4 and the cleared addresses are still in
the address list and STILL attached to the people.

(SO, there is a little bug in RM3 that was never fixed and that flaw
lets the result go into RM4 with the direct import.)
You CAN go to the RootsMagic 3 List - Address List and delete an address
from there and it is gone.
