Does the ftp program have access through Windows Firewall or another
firewall you may be using? I use WS-FTP so all I can really do is
give you my settings and see if something on yours is not set correctly.

Host Name: users.roots.web.com
User ID:
Password:
Save Password and Passive Mode checked
C:\Documents and Settings\Patricia Geary\My Documents\MY
WEBS\Revised-DAR (My settings)

Advanced Properties:
Session:
Update folders After Transfer checked
Verify Deletions checked

Startup Tab
Remote Site folder: /public_html

Once connected - Remote System Address:
/home0001/v/a/m/vamscdar/public_html
