This is placed there by the _server_ automatically with this SSI:
<!--#CONFIG TIMEFMT="%Y-%m-%d %R" -->
Uploaded: <!--#ECHO VAR="LAST_MODIFIED" -->
The first line sets the format for dates, the second actually places
the date.
For those interested in SSI, here is a page that I put together when
I was experimenting with it. It shows all the built-in variables
available on the server, like "LAST_MODIFIED".
