Mary, (Great name, that was my mother's name!)

Great question. Here is the URL (uniform resource locator) for a website on
that subject: http://www.va.gov/pubaff/celebAm/halfstaf.htm . Thanks to
your inquiry, I have added a link to that page from the NSSAR flag page at
http://www.sar.org/colors/flag.htm .

It says, in part: "A relatively easy way to remember when to fly the United
States flag at half-staff is to consider when the whole nation is in
mourning. These periods of mourning are proclaimed either by the president
of the United States, for national remembrance, or the governor of a state
or territory, for local remembrance, in the event of a death of a member or
former member of the federal, state or territorial government or judiciary.
The heads of departments and agencies of the federal government may also
order that the flag be flown at half-staff on buildings, grounds and naval
vessels under their jurisdiction."

President Bush's Proclamation can be found at
http://www.whitehouse.gov/news/releases/2003/02/20030201-3.html

The following is President Bush's Proclamation:

"President Bush Orders Flags Flown at Half-Staff
Honoring the Memory of the Astronauts Aboard Space Shuttle Columbia
By the President of the United States of America
A Proclamation

As a mark of respect for Rick Douglas Husband, William C. McCool, Laurel
Blair Salton Clark, Kalpana Chawla, Michael P. Anderson, David M. Brown, and
Ilan Ramon who gave their lives during the mission of STS-107 aboard the
Space Shuttle Columbia on February 1, 2003, I hereby order, by the authority
vested in me as President of the United States of America by the
Constitution and the laws of the United States of America, that the flag of
the United States shall be flown at half-staff at the White House and upon
all public buildings and grounds, at all military posts and naval stations,
and on all naval vessels of the Federal Government in the District of
Columbia and throughout the United States and its Territories and
possessions through Wednesday, February 5, 2003. I also direct that the flag
shall be flown at half-staff for the same length of time at all United
States embassies, legations, consular offices, and other facilities abroad,
including all military facilities and naval vessels and stations.

IN WITNESS WHEREOF, I have hereunto set my hand this first day of February,
in the year of our Lord two thousand three, and of the Independence of the
United States of America the two hundred and twenty-seventh."

GEORGE W. BUSH

Subject: Inquiry from NSSAR flag.htm page

Hello: Could you give me information as to where I could find information
on the Internet about what position the flag should be in?

At our school we are flying our flag at half mast in honor of the Columbia
astronauts. However, tonight driving home we saw many flags at full mast.
We are unsure when it should be back to full mast.

I appreciate any guidance you can give...thank you, Mary Santelman
