Dear Gloria,
I believe this Thomas is the brother to my Joel; sons of Thomas Newton & Mary Crawley Owensby. Joel was born in 1820 and listed in Union Co. also. His brother Thomas was born in 1823. Both were listed as "jug-makers" in the 1850 census. I don't have very much on Thomas (since he's only a colateral line). But here's why I believe this is Joel's brother:
1) Thomas has a son named Joel (probably after his elder brother, Joel).
2) Thomas has a daughter named Mary. Joel & Thomas' mother was named Mary.
3) Thomas was named for his father, Thomas.
I think you are right about there being some blood tie between the Garner children & these Owensbys and a sister would take in orphaned children. But for that matter, they could be children of one of Thomas' sisters. I don't know who (if at all) Elizabeth Owensby married. Maybe a Garner? I've noted this in my notes and I'll keep an eye out for more info and let you know if I do uncover anything.
