Sorry for the second posting on the same subject.

It appears from a quick look at genealogical sites. That the name "Vicey"
may not necessarily be a nick name but rather the name the person actually
used. A number of the sites I visited with my quick search listed both men
an women with this name as a real given name. The time period, sometimes
important in name usage, seemed to include the period the original posting
was concerned with.
