Shirley:
If he was a recruiting officer he might be listed also in the National Archives if he was paid by the state. He probably recruited for the area, though I think some just recruited for specific units. It would be worth a try to either fill out the request form number NATF 86 with as much information as you have, or go to the nearest regional branch and take a peak if you have time. The Microfilm series numbers for South Carolina are as follows:
Index to Compiled Service Records of Confederate Soldiers Who Served from SC Microfilm number is M381. There are 35 Rolls
The Compiled Service Records themselves are on microfilm series M267 and P-Pl is on roll 25. This from the National Archives Publication on Military Records in the Archives.
I have personally had good luck with sending in the form even though I did not know the unit in which the service member served. One such search turned up an entire four year record of the war from enlistment to death and included the battles in which he fought, the leg in which he was shot and how much he was paid.
Also, have you checked with the SC Department of Archives and History? www.state.sc.gov/scdah They have an email request form that can be filled out with pertinent information. They will search and send you a reply via snail mail with a list of what was found an a price quote. You send money and they send copies. No money up front and if they don't have any information, you've spent nothing but time.
If you have access, you might also check the Keowee Courier. Publication was suspended during the war, but there is mention of recruiting activities before that time and sometimes lists of unit members. I know that they have copies in the Oconee County Library in Walhalla, SC. I purchased some of the years publications on microfilm from the South Caroliniana Library at U of SC for a very reasonable price. There is also a book that indexes some of the names mentioned available from Southern Historical Press (864-233-2346) though I am not sure if it mentions more than births and deaths. Their website gives phone information and they have some really nice people working there--at least in my experience. The main phone number for the library is 803-777-3131. The person who answers can direct you to the correct person.
Last but not least, if he served in the Pickens District, there is a gentleman named Dr. Charles Busha who lives in the area. He may know something about your Mr. Pitts. He has been researching the Confederate Soldiers of Pickens District for a number of years. If you would like to contact him, he may have information he is willing to share. Please email me privately if you need his mailing address.
You may have already tried these places and many more, but since they were not mentioned, I thought I would bring them up. Good luck on your search!

Ronnie,
Do you or anyone else know how I would find the records or information on RILEY PITTS or he could be listed as William (RILEY) PITTS. In the "Leonardo Andrea (PITTS) Folders" it said "he was a Recruiting Officer in the Civil War (CSA) for Pickens Co., S.C. (Oconee Co, today)"
Since he wasn't in a unit, I am not sure where to look.....Again any help is sincerely appreciated.
Shirley (Pitts) Bennett
