The term 'Relief' needs to be used with care. The Relief
congregations were one of the breakaways from the Church of Scotland.
The term has nothing to do with easing the pressure on a growing parish.
What I think you may have in terms of Roxburgh in Edinburgh was a
quod sacra church in a larger parish. See this page
http://stat-acc-scot.edina.ac.uk/link/1834-45/Edinburgh/Edinburgh/1/660/
You do get quod sacra parishes but I don't think Roxburgh was
referred to in those terms - if it was I apologise for my error.

Snip. They were married by the "Minister of the Relief Congregation
in South College Street" All these streets are within a stone's-
throw of each other, and apparently as St.Cuthbert's grew, various
congregations hived off from it, but are still described as being of
St.Cuthbert's, and really were "relief" congregations. Although they
lived in the same area after marriage the birth of their children
appear to have taken place in "Old Greyfriars", "Edinburgh Parish"
and "South Leith" variously.
