Some of the Deadwood, SD, newspapers are indexed. Dates 1876 - 1894.
I did not find Israel WEST when I searched for "Israel". Nothing for "Israel West". I found one entry for an I. E. WEST, dated April 10, 1885, concerning the organization of a Railway commission. I believe this refers to Judge I. E. West of Fargo, N.D.

I checked www.newspaperarchive.com , a subscription newspaper archive. I find a notice in Washington D. C. on January 9, 1916, that an Israel West, helper in the main pressroom, dropped dead from heart disease while on his way to the office on December 29. February 20, 1892, Ogden, Utah, a summons for many people including Israel Josiah West (along with many other "Wests"). I don't find anything which seems to be "your" Israel WEST.
