Jackie,

If you give each survivor a different role (Survivor1, Survivor2, etc.),
the output will be as you intend. An easier solution in this instance,
however, is to simply change your survivor sentence template to:

[:CR:][:TAB:] [W] was listed in [R:Deceased]'s obituary <[D]>< [L]> as a
survivor. <[M0]>

Regardless of the assigned role name, [W] outputs as the current witness,
and [WO], if used, as all other witnesses. So, the only thing you need to
do is change [R:Survivor] to [W] in the Survivor role sentence template. I
just tried it to make sure I wasn't leading you astray, and the output is
correct in both TMG and SS.

BTW, San Antonio is in Bexar County.
