No it's wasn't. *All* census returns were supposed to be filled out by
the householder. The enumerator was required to assist where required,
but it was not their job to do all the schedules.

What differs with the 1911 is that the householder schedules survived
and have been scanned and transcribed whereas, in previous years, only
the enumerator schedules have been scanned and transcribed.
