Try this URL--I use it at work:

http://www.usps.gov/ncsc/lookups/lookup_zip+4.html

The main URL for this site is:

http://www.usps.gov/ncsc/

Then choose the last one on the list (Zip Code Look-Up and Address
Information)

Then choose Zip+4 Code Look-Up Engine to get the above URL. For this site
you must have a delivery address. Even gives the county!
