Okey, this may be yours:

1850 Pendleton Co, VA census: (North Fork Hills, 50th District)
David Simmons, 27, stonemason
Susan Simmons, 20
Nancy Simmons 6
Sarah Simmons 4
William F. 1
Phoebe Thompson, 24

If your guy is James David or David James, this is likely him. Also, this
would tie in with my Simmons from Pendleton Co., I'm pretty sure.

In the 1860 census of Pendleton Co
David 37, shoemaker
Susan, 43
Nancy 17
Sarah 15
William F 13
Abraham 10
George J 4
Phoebe Thompson, still looks to be 24, but must be 34.

The age differences doesn't matter that much, sometimes neighbors guessed
the ages and told census takers.

You have the right family in the Pa. info' , that same William Frank married
in Petersburg, Grant Co. 1870. Not long afterward they were in Bedford
Co., Pa. About 1900 they returned.
On the Register of Marriage s it shows his parents as well as hers.
James & Susan is as listed. Nothing else on them. That same register
shows his birth in Pendleton Co. I have yet to find any record of that.
I was told family had a small landholding there but left. Why he left
for Pa. raised his family & then came back is a question I've wondered
about. I found there were 3 SIMMONS men filed for 400 acres in the
Bedford Warrentiees of Land book, page 631 (1771-1893). One of those 3 was a
William. It was roughly 46 yrs. before my William, but something I
haven't looked at yet. Every search I've started has started with the
marriage record.
Checking the census records I also found the same James & family & thought ,
maybe . . .but that William is too old. The marriage register listed his
age 21 yrs. 4 mo., hers as 22.
