Ernest,
It isn't quite as simple as you are trying to make it. Don't forget there
were various government changes to administrative areas at various times.
Also, the Chapman County Codes are no longer the 'standard' . It should
now be the British Standard County Codes, but Colin still has a finger in
the pie because he sits on the BS Committee which has done the
reassignment.
It is further complicated by the LDS and their adoption of their own county
codes for the 1881 census project.
For an explanation of the Government Changes go to
http://www.genuki.org.uk/big/Regions/UKchanges.html then to England, Wales,
Scotland or Northern Ireland lower down the page for the actually table of
changes and County Codes. Maybe the ladies you are trying to educate need
to put a link to these pages.

I found all these by putting "Chapman County Code" into Alta Vista.
