Mick,
Thanks for your interesting observation. One would imagine that
horses would be lead under special conditions or circumstances. I believe
that there was an early tramway in Woolwich, so perhaps he was leading the
tram horse teams. Shall investigate further at the Woolwich local studies
library if they have one.
