It looks like a private members' bill. This means that it must not
propose any expenditure of public funds. I suspect it will get
thrown out as putting things on the internet is not cheap.

Alternatively he is putting through some enabling legislation for the
PRO to put the process out for commercial operation.

Sounds odd that nothing more is known of it. Where's the spin-doctors?
