Each county usually has its own bureau of vital records or statistics. I
would write the recorder for the bureau of the county. Older records are
frequently centralized in a state bureau of vital records or statistics. A
good place to start is to go to Rootsweb.com, a site which gives addresses
for each state. Cyndi's list is also a good place to start with pointers to
many different sources. For ship lists you would need to know the year and
ship. US Immigration can help there, especially if you know the port of
entry.
