I do not think there is an absolute obligation to send parish registers to
the County Record Office.

Unless it has been replaced by new legislation, the law is embodied in the
Parochial Registers and Records Measure 1978. I do not have a copy here at
home to refer to but my recollection is that any completed register books of
more than a certain age have to be transferred to the Diocesan Record Office
(which normally equates with the corresponding County Record Office) unless
the parish provides somewhere to keep them which meets specified security
requirements to resist theft, fire and damp. Such provision would not be
cheap and most parishes are only too happy to hand the task over to the
experts at the CRO.
