I've just checked my book on railways history (Tracks across the Veld) and
can give you the following information:

There is a line between Pietermaritzburg and Kokstad, developed in this
sequence -   Pmb to Donnybrook (constuction started in 1904)  >  Donnybrook
to Franklin,  which went past Creighton, (opened in 1906) - *then
construction seemed to halt for a while*  >  at Franklin the line branched
off north east to Matatiele and also continued south east to Kokstad and
that final link opened in 1924.

It would also appear that a line constructed between Pietermaritzburg and
Howick (north of Pmb) was opened on 1 May 1884,  but Howick is quite far
away from Creighton and even further from Kokstad so I doubt if your g
grandfather would have been involved in that construction.
