Having moved to the UK I have been applying for birth certificates for my
whole family. It took a year for me to eventually get my husband's
certificate and that took sitting in the office an entire day refusing to go
anywhere until I had the document in my hand. I had to re register my
husband's birth in order to get the document.

I had received a birth certificate for my daughter and about 6 months later
needed another one only to be told that there is no record of my daughter's
birth. I sent them a photocopy of the original I had and that is how I got
her second birth certificate.

I have learnt to keep originals of all the documents, birth, marriage etc so
that if the scenario arises again I have proof. I know this does not apply
to genealogy but maybe it's a lesson I learnt that I can pass on to you all.
KEEP AN ORIGINAL!!!!!!
