Hello Mary,
I can confirm this. He served as the member for the the district of Victoria
East between 1906 - 1907. This information comes from a book written by
Ralph Kilpin, called The Romance of a Colonial Parliament, which contains a
list of all legislative council members between 1854 - 1910.
