Yes. A death Notice is not the same as a Death Certificate, but a legal
document which kicks off the administration of a deceased estate. If he
had property is South Africa there would have been one, but the death
certificate would have to be issued in England because he died there,
and the reason for the delay in completing it could well have been
because it took that time to establish the legal position relating to
his estate. Which country's laws would govern his estate would depend
on where he was permanently resident at the time of his death; if that
was not the same country as the one under whose laws he made a will,
complications could ensue.
