John,
Congratulations. I looked at your website. How could you set up such a
wonderful site and all the data without knowing what records were available?
Being aged 53 in 1891, puts his birth around 1837, right at the start of
compulsory registration. The question is does he just make it or just miss
out. Have you tried FreeBMD?
On the other hand, have you looked on IGI ? The Hugh Wallis site says
Bilston has baptisms only up to 1835, so again he's just on the cusp. But
you might find older children born to Joseph. Have you looked for his
father's marriage?
Alternatively, being born before 1841 means he should be in every census
thereafter. Have you checked them all? In 1841, 1851 he should be with
parents.
See what you find and if that still doesn't work, get back to the list.
